HEALTH MANAGEMENT PLANS (HMP)

Formerly known as a Health and Hygiene Management Plan (HHMP), a Health Management Plan (HMP) is a requirement for every mine site under Part 10.3 -Health management and monitoring of the WHS (Mines) Regulations, 2022.

An HMP is a systematic process for managing any agents that may adversely impact on a worker’s health at all stages of a mining operation. It forms an integral part of an organisation’s Safety Management System and complements other major hazard management plans.

Typically, an HMP will include:

  • A Health Risk Assessment (HRA)
  • A document which describes how all health and hygiene hazards that have been identified and assessed at the site are going to be controlled or managed to protect the health of all workers
  • An Occupational Hygiene sampling program for the following 12 month period, which will assess workers exposures and verify the efficacy of the controls that are in place to reduce exposures.

Engaging an occupational hygienist to create an industrial hygiene monitoring plan helps you prove your compliance with regulations.

DEVELOPING A HEALTH RISK ASSESSMENT TOOL

A Health Risk Assessment Tool creates a summary of potential risks on your site, giving you a foundation to create your HMP.

ENVSS will work together with your health and safety representatives/team to develop a Health Risk Assessment tool that includes, but is not limited to, the following:

  • Identification of onsite hazards
  • Review of current policies and procedures;
  • Identification of Similar Exposure Groups (SEGs);
  • Identification of current controls and recommendations for future controls;
  • Verification of monitoring techniques needed to assess current controls
  • Provide recommendations where opportunities for the implementation of additional controls have been identified.

DEVELOPING AN HMP

An HMP is intended to accurately describe all health hazards for the operation and the controls required to prevent harm to persons. ENVSS can assist with the development of HMPs before they are submitted to DEMIRS for approval.

Some of the general hazards and associated controls that may be incorporated into the HMP include:

An HMP covers all the activities in an operation. To streamline the process, ENVSS follows an occupational health and safety management plan template that covers the following information:

  • an overview of the operation and the processes that occur at the site(s)
  • the chemical, physical, biological agents and human stressors associated with the site
  • an assessment of the risk posed by the agents (including the method of determining risk)
  • the controls in place to reduce or mitigate the risk posed by the agents
  • techniques used to verify that controls are working
  • proposed improvements to the controls, and methods of their verification and validation.

ENVSS has a team of experienced Mine Air Quality Officers and Noise Officers, who are ready and willing to be appointed to these statutory appointed positions for your site, should you not have a qualified person to fulfil these roles. Our consultants will assist you in reviewing existing data and in conducting sampling in order to meet the requirements set out in your HMP.

FAQs

WHEN IS AN HMP REQUIRED?

An HMP must be submitted :

  • Prior to operations commencing
  • Whenever significant changes occur to operations that may alter the risk profile

The HMP is reviewed and submitted

  • A summary report (featuring key highlights and actions) is submitted annually to demonstrate ongoing management and compliance
  • Five yearly, only if the risk profile or control strategies have not changed significantly

WHO NEEDS AN HMP?

DEMIRS requires a Health Management Plan for all mining operations across Western Australia. Other areas that require an HMP include:

  • Processing plants
  • Supporting infrastructure (eg. ports, camps, airports)
  • Rehabilitation areas
  • Exploration sites

WHAT IF I ALREADY HAVE AN HMP?

Even if you have an existing HMP in place, you still have some obligations:

  • Annual reviews of your HMP
  • Your HMP must be revised at least every 5 years, or when any significant changes to your operation occur (workplace, workforce, processes or environment)
